The MedQ Opportunity advisory are a group of distinguished individuals located across the country but in South Dakota primarily. They act as advisors and reviewers of product concepts and may provide direction for the company in identifying potential avenues for further associations for product concepts.

David L.Chicoine, Ph.D.

He retired from South Dakota State University in May 2017 after 9.5 years as the 19th president of South Dakota State University (SDSU). He was the third alumnus to serve as president, South Dakota’s Morrill Act land-grant university and SD’s largest comprehensive teaching and research university. He served as Interim Dean, College of Business, University of Wyoming, Laramie, 2017-2018.

 

He serves on the Board of Managers of South Dakota Innovation Partners, LLC. and on the Board of ENTERPRISE 605, INC which provide seed capital and business development services to launch research-derived new technology-based start-up projects and early-stage equity capital to growthstage SD companies, respectively. He is a director and cofounder of the Dakota Institute for Business & Economic Analysis, and a director of the Dakota BioWorx, and the South Dakota Chamber of Commerce & Industry. He services as independent director emeritus of First Bank & Trust and is an advisor to an AgTech drone startup commercializing SDSU faculty innovations.

Jay Jahanmir, M.D. Ph.D.

Dr. Jay Jahanmir is a board certified Nephrologist and Hospital Medicine physician. He is a fellow of American College of Physicians and Hospital Medicine. He is a clinical associate professor at University of Nevada in Reno. Before he moved to Reno, NV, he was on the faculty at the University of Hawaii and University of Massachusetts schools of medicine. He has been teaching and practicing medicine for over two decades. During his tenure at the University of Massachusetts, he obtained a Master in Business Administration. Prior to going to medical school, Dr. Jahanmir was a physicist. He graduated from University of Washington with a bachelor of arts in mathematics. This was followed by a master of engineering and a PhD in applied physics from Cornel University. His work included development of scanning tunneling and atomic force microscopes. He also worked at Aerojet Electro-Systems Corporation where he used molecular beam epitaxy and chemical vapor deposition techniques for development of specialized detectors for satellites. In addition to above, his expertise include ultra-high vacuum systems and Auger electron spectroscopy.

Robin Rowe, MSc, RAC (US)

Robin Rowe is a seasoned leader in Regulatory, Clinical, and Quality with over 25 years of global MedTech experience across large enterprises, startups, and private equity–backed companies. Robin specializes in early regulatory and clinical strategy that aligns product innovation, business objectives, and global regulatory requirements to achieve predictable market authorizations.

 

With deep expertise in ISO 13485, quality systems, and product development, Robin has led regulatory and quality efforts for electromechanical, software-driven, and implantable medical devices across multiple therapeutic areas, including orthopedics, spine, neurology, hepatic disease, ENT, and ophthalmology. Robin holds an MSc in Clinical and Regulatory Affairs from Grace College and maintains an active Regulatory Affairs Certification (RAC) through RAPS, bringing both strategic leadership and hands-on clinical insight to advancing safe, effective medical technologies.

 

She is passionate about small business startup where she is the Regional Director for Central South Dakota’s Small Business Development (SD SBDC) and APEX Accelerator and supports inventors at the University of Michigan as a mentor-in-residence on the ventures team.

Tracy R. Odegaard, CFP, ChFC

Tracy Odegaard, a 1988 Business Administration graduate from the University of Sioux Falls in Sioux Falls, SD, is a Financial Advisor and owner of Odegaard Financial in Brookings, SD. He has held his Certified Financial Planner designation through the College of Financial Planning in Denver, CO since 1995 and has held his Chartered Financial Consultant designation from The American College of Financial Services in Pennsylvania since 2005. Mr. Odegaard has been in the financial services industry for 36 years. Most of his career he has worked as a personal financial advisor but he has also served as a training manager, district manager, and a national consultant trainer with, what was then called, IDS/American Express Financial Advisors. Tracy served as a Regional Representative as well as a Senior Vice Present with CNL Securities Corporation in Orlando, FL.

 

In 2005, Mr. Odegaard started his own Independent Financial Advisory firm, Odegaard Financial, and has served individuals, families, small businesses, and corporations in various financial advisory capacities since that time.

 

Mr. Odegaard currently serves on the Board of Directors for King & Winge Incorporated, a privately held company located in Newport, OR and has served on the Advisory Board for BankStar Financial in Brookings, SD. Outside of the Financial Services industry, Mr. Odegaard is involved in Real Estate development and Commercial Real Estate acquisition and ownership.

Keith Rohrbach Ph.D.

Keith is a successful consultant and actively did the following:

• Design, develop, and manage successful business strategies and systems for medical device and drug products with advanced competencies in the areas of manufacturing/technical service operations, supplier management, quality and reliability assurance, regulatory affairs, and product development.

• Initiate and maintain consistently productive relationships with U.S and international regulatory authorities, e.g., FDA, European Notified Bodies, Japan MHW, etc.

• Plan, prepare, and manage successful 510(k), IDE, PMA submissions, comparable international dossiers, and corresponding operations and quality systems.

• Active contributor to industry forums such as ASQ Biomedical Division, HIMA, NEMA, etc.

Ryan McKnight

Ryan McKnight is a lecturer in law and real estate at the Ness School of Management and Economics at South Dakota State University. He earned his Bachelor of Science in Economics from SDSU, followed by an MBA from the Beacon School of Business and a Juris Doctor (J.D.) from the Knudson School of Law.

 

During his time at South Dakota State University, Ryan distinguished himself as an exceptional athlete, earning All-American honors as a center for the Jackrabbits football team. His success on the field led to a professional football career, including time with the Cincinnati Bengals of the National Football League.

 

Beyond his athletic accomplishments, Ryan has demonstrated a strong commitment to education, leading to a distinguished teaching career. He currently teaches law and real estate at the Ness School of Management and Economics, where he draws on both legal expertise and practical experience to enhance student learning and prepare the next generation of professionals.
